"This verification will in any case be necessary in cases of abuse or circumvention of the rules. For example, when the inconsistency with the personal data contained in the certification appears evident", reads the document. In addition, "the customer is required to show an identity document". The point remains that the fines, in the event that the correspondence between the certificate and the identity of the holder is not ascertained, "the sanction will be applicable only to the customer, where there are no obvious responsibilities also borne by the operator" . With regard to sporting events and shows, the document also specifies that, in addition to public officials, it will also be the stewards and managers of the structures who will be able to control the passes. Already a few hours before the circulation of the circular, the Privacy Guarantor, citing the Dpcm of last June 17, had pointed out that even "the owners of accommodation facilities and public establishments" can request the holders of the green certification to exhibit a document of identity. The restaurateurs underline: "we hope that our 'request' for an identity card will only take place where there is a clear falsification of the certificate. And in that case, if the customer refuses to show the document, we would call the police. We cannot replace a public official ", warns Roberto Calugi, director general of the Italian Federation of Public Exercises (FIPE) of Confcommercio. In the main cities, the green passport has been circulating for days, subjected to the scanners of the 'Verification C-19' app. In Milan, the judgment of baristas and restaurateurs on the obligation remains suspended. In the half-empty city of mid-August, also thanks to the summer temperatures, there are few customers who ask to have lunch or eat sitting inside, which is why the assessment on the measure is postponed to September. "I don't ask for the documents, I ask for the pass and for now no one has made a fuss - they explain in the Central station area - people show it quietly there is no problem, everything went very well even with foreigners. Surely in presence for many customers the situation would not be smooth ". Even in Rome "there are few people who want to eat indoors. So far we have not had any problems", say some restaurateurs in the Colosseum area. In the capital in the center, the pass is requested almost everywhere and, some managers specify, "so far there have been no particular problems and resistance from customers". But there are also situations where the difficulty of the controls makes it impossible to carry out particular events. For this reason, in the Tuscan tourist resort of Forte dei Marmi, the Municipality canceled the traditional fair dedicated to the patron saint Sant'Ermete on 28 August and the fireworks from the pier. "Once again everything is unloaded on the shoulders of the administrations. It is not conceivable to think that the municipal forces can contain numbers of visitors like those who register at our fair. Nor is it conceivable to carry out random checks", complains the mayor Bruno Murzi .
